As part of National Safeguarding Adults Week 2025, Safeguarding Partnership Jersey delivered a high-demand specialist training event at the General Hospital’s Halliwell Lecture Theatre, welcoming more than 60 professionals from across Jersey’s multi-agency safeguarding community.
The session focused on Capacity and Self-Neglect and was fully booked weeks in advance and significantly oversubscribed, highlighting the strong appetite among practitioners for deeper learning in this complex area of practice. Normally delivered to groups of around 15 in our training room, the larger venue enabled us to quadruple attendance and reach many more colleagues.
The workshop was delivered by specialists from Safeguarding Partnership Jersey, the Law Officers’ Department and Environmental Health. Together, they explored the practical, ethical and legal dilemmas that arise when supporting adults who may lack capacity or present self-neglecting behaviours.
Their combined expertise, spanning frontline social work, legal governance and statutory environmental responsibilities, offered participants a well-rounded exploration of the key challenges and decision-making frameworks involved.
Participants strengthened their understanding of
- Characteristics of self-neglect in line with the Safeguarding Partnership’s Self-Neglect Policy
- Legal considerations relating to capacity and professional decision-making
- Executive capacity, fluctuating capacity, hoarding, and related complexities
- The role of Inherent Jurisdiction in safeguarding adults at risk
- Environmental Health’s statutory role where living conditions and self-neglect intersect
Professionals from government health and social care, housing, residential homes, care agencies and charitable organisations all took part demonstrating the island’s strong, shared commitment to safeguarding adults at risk.
