The Safeguarding Partnership Jersey has published its updated framework, Arrangements to Safeguard Adults at Risk of Serious Harm 2025.
The document sets out how agencies across the island will work together to protect adults at risk and ensure consistent, high-quality safeguarding practices.
While Jersey has strong legislation in place to protect children, there is no equivalent law for adults at risk. These new arrangements close that gap by adopting best practice standards and mirroring the system already established for children and young people.
The framework outlines the responsibilities of Safeguarding Partners, Professional Leads, and relevant service providers in identifying, responding to, and preventing harm. It also introduces strengthened processes for learning from serious case reviews, promoting professional development, and ensuring independent scrutiny.
Safeguarding Partners will meet regularly to review progress, supported by specialist subgroups and the Safeguarding Business Support Team, while the Independent Scrutineer will provide external oversight.
The publication of this document marks an important step forward in Jersey’s commitment to safeguarding and protecting its most vulnerable adults.
